<p>Concerned Citizens and Immigration Reformers,</p>
<p>The NC House Select Committee on the State&#8217;s Role in Immigration Policy held a meeting/hearing last week.   I attended and two Sheriffs presented information on the 287g and Secure Communities programs they now use to help enforce immigration laws and identify illegal immigrant criminals. </p>
<p>It is clear to me that further actions will take place in the way of state legislation to assist with immigration enforcement.  NC LISTEN has and will offer information and suggestions to state officials as to how to better accomplish this task.  More to follow on the upcoming committee meetings.  </p>
<p>I was quoted in the News &#038; Observer concerning the committee hearing and NC LISTEN&#8217;s concerns that the State of NC continue to take action.   I was quoted again today in the N&#038;O concerning a group that wishes to install billboards to &#8220;welcome strangers&#8221; into NC &#8212;  code word for illegal immigrants.  </p>

<p>We were contacted by NC Sheriff Sam Page today and he was inquiring as to whether we would be attending the NC House Immigration Committee hearing on Wednesday, December 7th @ 1:00 PM in the Legislative Bldg., Rm 1228 of the General Assembly in Raleigh.</p>
<p>He and several others will be there and he wanted to make sure that the citizens of NC were going to back them up, and show support, by attending this meeting. He stated that it was crucial that we get as many people as possible to attend this meeting.</p>
<p>I assured him that we we would show up in force. PLEASE attend this meeting and bring as many people with you as you can. I can not stress how important this first meeting is and our &#8220;showing&#8221; will go a long way in showing them the citizens of NC mean business on illegal immigration.</p>
<p>We do not get a second chance, to make a first impression on this committee!</p>

<p>Concerned Citizens and Immigration Reformers,</p>
<p>Illegal immigrants hold over six million non-agriculture jobs in the USA.  Yet President Obama continues to press to spend $447 billion [yes with a b] to allegedly create 1.3 million new jobs.  If it would actually work (no pun intended), that&#8217;s at a cost of over $343,000 per job.   For less than $5 billion we could finish building a dual layer fence on our southern border and fully implement the federal E-Verify System to make sure only legal residents in the USA are hired, and then begin to check the immigration status of existing workers to include real workplace audits and punish employers who then knowingly hire illegals.   Illegals would have a tough time remaining in the USA without a job and especially if they knew they could not continue to cross the border at will.</p>
<p>Unfortunately the US Senate and the US House will not require E-Verify and has yet to even allow it to be used (even voluntarily) by companies to check the status of existing workers.   The US Chamber of Commerce (aka United Nations Chamber of Commerce) is partially responsible for this.   The US House is controlled by the Republicans, but legislation that would require E-Verify without state preemption is not on the radar screen.</p>
<p>The Republican Presidential frontrunners are rated good at requiring E-Verify, but Cain won&#8217;t take a position on punishing businesses who knowingly hire illegals.   Being for E-Verify is really no good if one is not going to punish businesses who then knowingly hire illegals.   More to follow.</p>

<p>The U.S. House Judiciary committee is considering H.R. 2885, a bill that includes E-Verify and has many good features, HOWEVER it would take away [preempt] the right of all States to pass any new State immigration enforcement legislation and it will undo existing State enforcement legislation, such as Arizona&#8217;s and our recent legislative success in North Carolina.</p>
<p><span style="text-decoration: underline;">This legislation, H.R. 2885 cannot be allowed to move forward unless the state preemption language is removed. </span> We have seen Congressional legislation come and go and often it is not funded.   To take away now the rights of States to take action unless years and years of real action and immigration enforcement at the federal level actually happens is naive and foolish.</p>
<p>Unfortunately NumbersUSA is encouraging H.R. 2885 as is, and is hiding the state preemption matter from its members.  We have partnered with NumbersUSA in the past, but I find it troublesome that they are taking their position.</p>
<p>If If If the preemption clause is removed, we will support H.R. 2885 and hope it is funded and actually does something.</p>
<p>CONGRESSMAN HOWARD COBLE FROM NORTH CAROLINA IS ON THE U.S. HOUSE JUDICIARY COMMITTEE.</p>
<p>CALL CONGRESSMAN COBLE AND ASK HIM TO PRESS FOR REMOVAL OF THE STATE PREEMPTION CLAUSE (SECTION 6) AND <span style="text-decoration: underline;">ONLY THEN</span> ALLOW H.R. 2885 TO MOVE FORWARD OUT OF COMMITTEE TO THE U.S. HOUSE FLOOR FOR A VOTE.</p>
