State immigration legislation **** Red Alert

Concerned Citizens and Immigration Reformers,

I NEED YOUR HELP.

WE HAVE HAD SOME PRELIMINARY WINS AT THE NORTH CAROLINA GENERAL ASSEMBLY ON STATE LEGISLATION TO TAKE ACTION (in ways our State can take action) AGAINST ILLEGAL IMMIGRATION, BUT NOW WE ARE BEING STALLED.

Should we allow illegal immigrants to get jobs instead of citizens when businesses win state and local government contracts? Over $200 million net of your tax dollars are going to illegal immigrants for state and local government social services.

Tell Speaker Tillis that bill H.36 needs to be heard in the Judiciary A committee NOW and when favorably approved, be allowed to be voted upon by the full NC House in the next two weeks. H.36 requires any business winning taxpayer funded state or local government contracts to only hire citizens and legal residents. We have a 9.7% state unemployment rate, so why would we continue to allow illegal immigrants to acquire jobs funded by taxpayers? Speaker Tillis must take action now. [don't let them tell you to call the bill's sponsor ----- at this moment in time it is Speaker Tillis who is making the decision]

And while you are on the phone to Speaker Tillis’s office, ask him why bill H.11 to keep illegals out of our State Community Colleges and the University of North Carolina System is being held up and not even being allowed a committee hearing? [again this is Speaker Tillis's decision alone]

Tell Sen Berger to move now to allow bill S.205 to be heard in committee and when favorably approved, be allowed to be voted upon by the full NC Senate in the next two weeks. S.205 restricts illegal immigrants from getting non-emergency social services as federal law will allow. Our state budget is tight so if we can cut services to citizens, we can darn sure do all we can to keep social services (paid for by the taxpayers) from going to illegals. We need action, not more excuses. [don't let them tell you to call the bill's sponsor ----- at this moment in time it is State Senator Berger who is making the decision].

State Legislature hearing on illegals — need help

Concerned Citizens and Immigration Reformers,

I NEED YOUR HELP. Your phone calls and emails got attention and now we have the committee hearing we needed. NC House bill 36 to deny jobs to illegals will be heard this coming Wednesday (June 1) in Raleigh at the NC General Assembly Building at 16 West Jones Street, Room 1327 (Judiciary A Committee) at 10 am. We need folks to attend. If H.36 is favorably approved, it will be allowed to be voted upon by the full NC House. I will be speaking on H.36 at the committee hearing.

H.36 will prevent illegal immigrants from getting jobs when businesses win state and local government contracts, contracts funded with taxpayer dollars. Our state unemployment rate is 9.7%, so why should illegals be allowed to get new jobs funded by taxpayers?

Also the U.S. Supreme Court just confirmed last week in a ruling that States can take action to prevent illegal immigrants from getting jobs.

Voting Records For Members of Congress from North Carolina

The below is a grade for members of Congress from districts in North Carolina who voted on immigration-related legislation. Grades for our two U.S. Senators are also included. Grades are similar to school, with an A being great and an F being miserable. These grades are an accurate account of their voting records in relation to what NC LISTEN believes would meet our mission statement and sensible immigration reforms. In addition we give comments on the opponent of each member of Congress, based on their views, website, and issue statements.

NC LISTEN does not endorse candidates, as we believe this is the choice and responsibility of each voter. Our intent is to provide info so voters can be informed on candidate positions.

District 1

Congressman B.K. Butterfield (Democrat) has a voting record grade of D-.

Ashley Woolard is his opponent and he supports real immigration enforcement measures to include building a border fence, the requirement of E-Verify, support for 287g and repeal of automatic birthright citizenship for those born in the USA to illegal immigrant parents.

District 2

Congressman Bob Etheridge (Democrat) has a voting record grade of D.

Renee Elmers is his opponent and she opposes an amnesty for illegal immigrants, wants to really control our borders, and supports E-Verify.

District 3

Congressman Walter Jones (Republican) has a voting record grade of A+.

John Rouse is his opponent and he provides virtually no immigration enforcement stance as we can determine.

District 4

Congressman David Price (Democrat) has a voting record grade of F.

B.J. Lawson is his opponent and he opposes an amnesty, believes in attrition through enforcement, supports the 287g program, wishes to defund illegal immigrant sanctuary cities, and wants to end automatic birthright citizenship.

District 5

Congresswoman Virginia Foxx (Republican) has a voting record grade of A-.

Billy Kennedy is her opponent and he appears to have no positions on immigration enforcement.

District 6

Congressman Howard Coble (Republican) has a voting record grade of A-.

Sam Turner is his opponent and appears to have no positions on immigration enforcement.

Congressman Mike McIntyre (Democrat) has a voting record grade of B+.

Ilario Pantano is his opponent and agrees with just about all of NC LISTEN’s positions on immigration reform and enforcement.

Congressman Larry Kissell (Democrat) has a voting record grade of B-.

Harold Johnson is his opponent and agrees with just about all of NC LISTEN’s positions on immigration reform and enforcement.

Jeff Doctor is her opponent and he appears to have no stance on immigration enforcement.

Congressman Heath Shuler (Democrat) has a voting record grade of A. Heath Shuler introduced the best immigration enforcement legislation of any member of Congress from North Carolina.

Jeff Miller is his opponent and his immigration statements would suggest a similar but no stronger stance than Heath Shuler.

District 12

Congressman Mel Watt (Democrat) has a voting record grade of F.

Greg Dority is his opponent and he agrees with the most positions of NC LISTEN.

District 13

Congressman Brad Miller (Democrat) has a voting record grade of D-.

Bill Randall is his opponent and he supports most of the immigration positions of NC LISTEN.

U.S. Senators from NC

Senator Richard Burr (Republican) has a voting record grade of B.

Elaine Marshall is his opponent and she supports border control but little else.

Senator Kay Hagan (Democrat) has a voting record grade of D.

Senator Hagan is not up for re-election this year.

Important Updates on Immigration

I have just returned on a family trip to the Grand Teton and Yellowstone National Parks in Wyoming.  With all the geysers and hot air, one would think we were nearing Washington, DC.  But in reality the Parks were beautiful with great scenery and wildlife.  The water was actually clean.

While I was gone a Federal Judge ruled against the Arizona (immigration) lawbut I am confident in appeal, the Arizona law will prevail. Kris Kobach, a constitutional professor, assisted with the legislation and he has had success in such matters. He has worked with the Immigration Reform Law Institute in the past and won cases.

REMEMBER TO ATTEND CONGRESSIONAL MEETINGS IN YOUR AREA WHEN YOUR MEMBERS OF CONGRESS ARE ON RECESS FOR THE NEXT 5-6 WEEKS AND HAVE PUBLIC EVENTS. Our unemployment rate hovers at 9.5% nationally and the U6 total to include the unemployed and those working part-time but want and cannot find full-time work is at 16.5%, per the U.S Bureau of Labor Statistics.  With our economy creating a positive 40,000 jobs a month recently, you can imagine how long it will take to lower the “real” unemployment rate.  Still no talk in Congress about the 7 million plus illegal immigrants working illegally in the USA, of which less than 12% are involved in agricultural work.

And finally President Obama’s administration is having to defend itself concerning leaks of details of a Presidential executive order and executive actions to give amnesty to millions of illegal immigrants.  Read below to hear from Rosemary Jenks on Capitol Hill.

Majority Leader Harry Reid and Speaker Nancy Pelosi are facing a dilemma: Although they publicly bemoan the fact that Republicans won’t help them pass an unpopular amnesty, comprehensive immigration-reform bill, they don’t want to force vulnerable Democrats to vote on amnesty this close to the November elections — especially not with unemployment at 9.5 percent.

Sen. Chuck Grassley (R-Iowa) may have uncovered the answer to their dilemma last week: an internal U.S. Citizenship and Immigration Services memo that outlines steps the Obama administration can take “in the absence of Comprehensive Immigration Reform” — that is, lawfully enacted amnesty — to “reduce the threat of removal for certain individuals present in the United States without authorization.”

The four authors of the memo, titled “Administrative Alternatives to Comprehensive Immigration Reform,” are political appointees USCIS chief of policy and strategy Denise Vanison (a former immigration attorney and partner at Patton Boggs) and USCIS chief counsel Roxana Bacon (former general counsel for the American Immigration Lawyers Association), and two career employees of USCIS director Alejandro Mayorkas, another Obama appointee.

The U.S. Constitution gives Congress — and only Congress — the authority to decide federal immigration law, but the Obama administration has come up with an extensive list of ways to ensure that a majority of the illegal aliens in the United States are allowed to remain here.

Here are just three examples of the outrageous proposals in the memo:

  • USCIS could grant “parole-in-place,” which comes with a work permit and the ability to obtain a green card, to certain classes of aliens who entered the country illegally. Such classes would include those who entered as minors and those who “have lived for many years in the U.S.” A nice reward for those who have successfully violated the law for the longest period of time.
  • For those who overstay their visas, the memo recommends granting “deferred action,” which means that deportation is deferred indefinitely and the illegal alien can apply for a work permit. The memo suggests two particular categories of illegal aliens for deferred action: those who might benefit if Congress were to pass the DREAM Act amnesty (of which there are 2.1 million, according to the Migration Policy Institute) and those “who have resided in the U.S. since 1996 (or as of a different date designed to move forward the Registry provision now limited to entries before January 1, 1972).” The “Registry provision” referred to is an actual federal law, not that it matters to the memo’s authors.
  • To make sure no illegal alien is left behind, the memo suggests that DHS could simply stop issuing “Notices to Appear” (the document that starts the removal process for illegal aliens) unless the alien has a “significant negative immigration or criminal history.” Apparently, violating immigration law once or twice is acceptable. These folks wouldn’t be able to apply for a work permit, but since the Obama administration isn’t conducting worksite enforcement against illegal aliens much anymore, that shouldn’t matter.

No wonder Reid, Pelosi, and Obama seem content to avoid a legislative battle over immigration; the Department of Homeland Security is hard at work on ways to implement its own amnesty.
